What is ROC?
- RPAS Operator Certificate (ROC) is a formal approval issued by Transport Canada. It authorizes operators to conduct specific RPAS operations that are more complex or present higher risks, such as flying drones beyond the operator’s visual line of sight.
- The ROC ensures that operators meet advanced operational, technical, and safety requirements beyond what is covered by basic or advanced pilot certificates.
When is an ROC Needed?
An ROC is required for:
- Conducting BVLOS operations over sparsely populated or unpopulated areas.
- Operating RPAS weighing more than 25 kg (and up to 150 kg) in certain conditions.
- Operations involving higher levels of automation, which demand robust risk management systems.
It is generally not required for basic recreational or visual line-of-sight (VLOS) operations.
What Are the Requirements for an ROC?
To obtain an ROC for BVLOS, applicants must:
Technical Standards: Use drones that meet approved standards for BVLOS operations.
Develop an Operational Manual: This includes details on procedures, risk mitigation, maintenance, and emergency response.
Demonstrate Compliance: Show that the organization complies with Transport Canada’s standards for safety and airworthiness.
Train Personnel: Ensure that personnel, including pilots and visual observers, are appropriately trained and certified.
Obtain Insurance: Meet the liability insurance requirements outlined by Transport Canada.
